ENDORSEMENT OF PROP. 1D
for consideration by the California Alumni Association
October 10, 2006

WHEREAS, the November 2006 election will offer Californians the opportunity to vote on a series of general obligation bond measures; and

WHEREAS, Proposition 1D, if approved by voters, would provide $10.4 billion for education capital projects in the state of California; and

WHEREAS, Proposition 1D, if approved by voters, would provide $690 million each for California State University and the University of California for capital projects over a two-year period; and

WHEREAS, Proposition 1D, if approved by voters, would provide $28.6 million to the UC Berkeley campus from July 2006 through June 2008, which would fund the following projects:

BIRGE HALL RENOVATION PROJECT -funding will support critical infrastructure improvements to Birge Hall to replace obsolete and worn-out electrical, mechanical, and plumbing systems. Birge Hall houses research laboratories and offices for faculty and students in the Department of Physics and a general campus lecture hall. The building's basic utility systems can no longer support the modern nano-scale research being conducted there; they are causing damage to highly sensitive research equipment and interfering with delicate experiments and measurements. These disruptions are costly and impede students' ability to conduct research that is vital to completing their degrees.

DURANT HALL RENOVATION PROJECT -funding will be used to convert a nearly 100 year-old library building to provide seismically safe space for the College of Letters and Science, which serves the majority of students at Berkeley. This building needs extensive upgrades to its utility systems, renovations to adapt it for the change in use, and improvements to make the building accessible for the physically disabled, which it presently is not.

CAMPBELL HALL SEISMIC REPLACEMENT BUILDING - funding will support the first phase of work on a 54,000 square foot replacement building for the seismically unsafe Campbell Hall. The new building will provide safe and adequate space for the Astronomy Department, its allied research units, and new high-quality laboratory space for the Department of Physics. The project is needed both because the existing building is seismically deficient and because the departments in Astronomy and Physics have outgrown their existing space and need adequate facilities to maintain the excellence of their programs.

WHEREAS, these projects will allow the University of California to modernize, improve, and expand its programs consistent with the growing needs of the state; now, therefore be it

RESOLVED BY THE CALIFORNIA ALUMNI ASSOCIATION that it endorses Proposition 1D and urges CAA members, UC Berkeley alumni, and all voters to support this bond measure.
